About Us

  • The Association aims to bring together Russian speakers and friends of the Russian language in Africa, whatever their nationality or ethnic origin, with the objective of promoting the use, in all its forms, and the study of the Russian language, as well as the cultures and knowledge that this language conveys.
  • The Association supports the activity of its members when it is in accordance with its Statutes and when it contributes to the development of the Russian-speaking world. It defends the interests of its members and, more generally, supports all those, in Africa and elsewhere, who need it, because of the use of the Russian language and because of their belonging to the Russian-speaking world.
  • At the global level, the Association is inspired by ideas that aim to preserve cultural and linguistic diversity, an essential guarantee of the plurality of thought, of the variety and richness of human creations. This diversity, when linked to the ability of men and women to dialogue and understand each other, also enables the development of cross-cutting solidarity that contributes to conflict prevention and peace in the world. In this context, the Association contributes to raising the awareness of international and African opinion in particular, of the importance of promoting several languages ​​used in international communication, including Russian, for the cultural development of humanity. With this objective, the Association cooperates with similar structures for the promotion of languages ​​of global importance such as French, (with the example of the Francophonie), Spanish, German, Portuguese or Arabic, but also with other entities related to Russophony
  • The Association respects the principle of secularism and therefore does not grant any religious or anti-religious preference.
  • Given the foregoing, the Association carries out an activity of general interest, both at French level and at European and world level.

Apolitical and non-profit, it has solemnly assigned the following missions:

  • Promote the Russian language and cultural and linguistic diversity;
  • Make known the literature of the Russian-speaking space and emigrations which make Russian a privileged language in intellectual and economic exchanges at the level of Africa;
  • Establish a dialogue and promote exchanges between the Russian-speaking, English-speaking and French-speaking linguistic space;
  • Promote exchanges of successful projects and initiatives implemented in the Russian-speaking, French-speaking and English-speaking areas;
  • Organize joint conferences on important issues on the international agenda;
  • Promote the development of common opinions on current social issues;
  • Create a multipolar world guaranteeing cultural and linguistic diversity;
  • Promote peace, solidarity and human rights;
  • Strengthen education, training, higher education and research;
  • Promote youth initiative and interact with state and interstate authorities;
  • Implement joint media initiatives, support media from different countries to reach large social media audiences;
  • Promote inter-university cooperation: student exchanges, scientific expeditions, ethnocultural projects;
  • Develop cooperation in the service of sustainable development and freedom.

More generally, OAR through its network, its initiatives and the activities it organizes or supports, strengthens exchanges with the outside world, contributes to the creation of micro-projects and participates in the economic development of the territory. African.

  • Organization of Russian-speaking events (lunches, themed evenings, “afterworks”, various outings, etc.) allowing Russian-speakers to practice among themselves the preferred language of communication which is Russian and, for non-Russian-speakers, to discover the beauty and the interest of the Russian language, used in its “natural environment”
  • Organisation, production and dissemination of cultural events linked to the Russophony, (and/or support for other organizers and producers) in Africa (live shows, concerts, theatres, artistic events, dance, folklore and traditions, competitions, awards prices, translations, etc.)
  • Dissemination of information, in particular on the “www.russophonie-afrique.org” site, on Russian-speaking events in Africa,
  • Cooperation with all individuals, associations, websites and others, linked to the Russophony and pursuing similar missions, or falling within the missions of the Association;
  • Implementation, on a non-commercial basis, of internet services for Russian speakers in Africa (such as classified ads or advertising inserts).
The resources of the Association include all sources of financing authorized by law and, in particular, without this list being exhaustive:

(i) Membership fees
(ii) Member donations
(iii) Subsidies from local authorities, public or private bodies, African or international institutions, foundations with objectives compatible with those of the Association
(iv) One-off activities intended to ensure the financing of one or more activities, including any fees that may be collected on the occasion of these activities or as a result of them
(v) Any resource compatible with the regulations applicable to the Association and in accordance with these Statutes
  • Categories of members The association is composed of:
    a) Founding members
    b) Active members
    c) Associate members
    d) Benefactor members
    f) Honorary members

 

  • Founding
    members The founding members are the members who allowed the creation of the Association, registered its first Statutes and ensured its very first steps. They are life members of the Association. The founding members have the right to vote at the general meeting and each have a right to a seat on the board of directors and the management board, subject to the payment by them of the annual contribution provided for the members. assets. The status of founding member can only be lost by resignation or death.

 

  • Active members
    Active members are the members of the Association, natural persons, actively participating in the life of the Association, but also in the organization and day-to-day management of the latter. They develop and drive the activity of the Association. Active members have the right to vote at the general meeting and are eligible for both the board of directors and the executive board. The amount of their dues is set by the council. Individuals wishing to join the Association as an active member must receive sponsorship from at least one active member of the Association and their application must be validated by the Board. The quality of active member is lost in the event of resignation, death, non-payment of contributions or in the event of expulsion pronounced by the council, in accordance with the Article provided for this purpose in these Statutes.

 

  • Associate Members
    The associate members are the members of the Association, legal entities, which have convergent interests with those of the Association by their activity related to the Russianphony. They support the Association and actively participate in its life by participating in its development. Associate members have the right to vote at the general assembly, but are not eligible for the board of directors or the council of elders. The amount of their contribution is set by the Council of Elders. Legal persons wishing to join the Association as an associate member must apply to the Council of Elders, which validates their application. The status of associate member is lost in the event of resignation, dissolution, non-payment of contributions or in the event of expulsion pronounced by the management board, in accordance with the Article provided for in these Statutes.

 

  • Benefactor members

  • Appraisal of applications
    The Council of Elders freely and sovereignly assesses the applications of natural or legal persons wishing to join the Association. In case of validation or rejection of an application, he does not have to justify his decision.

 

  • Removal of active and associate members
    The Council of Elders can decide on the expulsion of active and associate members in the following two cases: non-payment of the annual subscription; serious reason. In the latter case, the reason for striking off must be notified by ordinary mail, to the person concerned, by the board. The interested party may ask to be heard, or be invited by the latter to provide explanations, orally or in writing. The period between the date of dispatch of the notification and the date of the board meeting to decide on the removal may not be less than fifteen calendar days. In case of absence of reaction to the notification letter, the interested party loses his right to produce explanations.

The Association may be a member of organizations or associations in any country with goals or orientations close or complementary to its own or carrying out actions in one of the sectors in which the Association operates, or establish partnerships with these entities. It aims to be a member of the Union of Russian speakers of Africa or equivalent structures at the level of the whole world; as well as to forge partnerships with various organizations, cultural in particular, Russian or French, having the objective or the effect of supporting Russian culture and language as well as, more generally, Russian-speaking communities throughout the world.
The Association works actively with associations in the Federal Republic of Russia, but also with town halls, theatres, tourist offices, etc., which are often at the initiative of interesting events related to Russian speaking.
The Association willingly takes part in events aimed at strengthening ties between Africa and Russia, as well as events that have the effect of supporting culture and strengthening friendship between their nationals.
